The Sinister Six are one of the most infamous supervillain groups in Marvel Comics. While the team’s roster has changed over the years, their mission remains the same: destroy Spider-Man. As such, it is unsurprising that the new Ultimate Universe should see an Ultimate Sinister Six rise up to fight that world’s Peter Parker. However, Ultimate Spider-Man #8 reveals a surprising change to the team’s organization.
Written by Jonathan Hickman, with art by Marco Checcheto, Ultimate Spider-Man #8 closes with a gathering of the villains who will form the new Sinister Six. They are summoned by the Kingpin, Wilson Fisk, who informs them of the threat posed by Spider-Man and Green Goblin. Fisk further suggests they join together before their respective operations are threatened.
Ultimate Sinister Six is an existing crime syndicate
The reason this new Sinister Six answers the call of the Kingpin is that they are his lieutenants. It is revealed that the villains each control a different borough of New York City, with Fisk himself overseeing the island of Manhattan. The Black Cat runs the Bronx, while Mister Negative rules Queens. Mysterio controls Brooklyn, while Kraven the Hunter holds Staten Island. The Mole Man controls the underworld, both literally and figuratively, under all their territories.

The idea of the Sinister Six being an existing crime syndicate is a radical change from the mainstream Marvel Universe. There, the villains were all established criminals united by a hatred of Spider-Man. Here, they are already allies, who go after Spider-Man after Kingpin suggests they “make a game of it.”
Beyond being a novel twist, the change also explains how the Sinister Six exists in any form in the new Ultimate Universe. The Maker manipulated this reality to ensure that there were no superpowered beings that were not part of his ruling council. Making the Ultimate Sinister Six minions of the Kingpin helps justify their existence.
